I think the issue is not reducing legal costs of small businesses, but rather communicating with the client about the fees, giving clients accurate estimates (not fixed fees) and offering payment plans or options. Pressure to reduce legal fees will only decrease the quality of legal services, since attorneys will rush through the tasks without reviewing their work. There will always be some attorney out there who will be willing to do the job for half the price, but I highly doubt the work will be of acceptable quality. Small business owners should not rush into finding the cheapest lawyer, but should carefully check references and relevant work experience when selecting an attorney to represent them.
